WHAT IS THE NEW YORK REGION SOCIAL SECURITY MANAGEMENT SOCIETY?

The New York Region Management Society is an organization of field management in the New York Region operating as a group to enhance and improve the overall operations of the social security program. It is an additional avenue of communication to both regional and central office. It serves all field management personnel within the New York in conveying constructive ideas and comments on proposed changes to the Regional and Central Office. It is a formally constituted non-profit organization with By-Laws, and is recognized by the Social Security Administration as one of the important lines of communication within the administration. We presently have a membership representing over 80% of the field management staff. We are a member of the National Council of Social Security Management Associations.

WHY WAS IT ORGANIZED,   WHAT ARE THE OBJECTIVES?

For many years the field operating staff was hampered by somewhat singular lines of communication with the regional office. It was recognized that some additional avenue for constitution was needed. Our Society was thus formed in 1965. Since 1971 we have had an official relationship with the Regional Representative (ARC-FO) in accordance with the provisions of SSA-Guide 9-3 on Intra-management Communication and Consultation. Among Society objectives are "to cooperate constructively with all responsible officials of the Social Security Administration in administering the social security program, to foster the establishment of policies that best serve the public interest in fulfilling the mission of the Social Security Administration, and to promote and advance constructive and realistic management views in all areas affecting the administration of the Social Security Program."

HOW DOES THE SOCIETY OPERATE?

The Society has an Executive Committee consisting of the President, Executive Vice-President, Area Vice-Presidents, Secretary, Treasurer, four Members-at-Large, a TSC representative and the immediate Past President (without vote). These individuals are elected by the general membership and serve two-year terms. A meeting of the general membership is held annually in November. The entire Executive meets quarterly to conduct internal business affairs. The President, Executive Vice-President, Secretary, and two other members of the Executive Committee then meet quarterly with the Regional officials to discuss pertinent matters of concern. The Regional Commissioner and/or other regional office representatives attend these meetings depending on the subject matter. Minutes of both meetings are mailed to the entire membership. Society viewpoints are presented to the regional office staff between meetings, by correspondence and telephone.

HOW DO YOU COMMUNICATE YOUR CONCERNS?

There are 6 geographic areas within the New York Region Society, corresponding to the Region’s 6 Area Director networks. Each area, which has at least ten members, has 2 Area Vice-Presidents who are elected by the members of that area. One VP is a GS-13/14 employee and the other is a GS-11/12 employee. Feel free at any time to contact your area vice-president or any other individual on the Executive Committee by telephone or in writing to express your feelings and concerns. When area meetings are held, you can and should participate. These methods are ideal ways for you to ask questions, which you may not otherwise have an opportunity to ask. You also can make suggestions about operations or management items.

WHAT IS THE NATIONAL COUNCIL OF SOCIAL SECURITY MANAGEMENT ASSOCIATIONS?

In 1970, field management in the New York and Boston Associations felt input was necessary at the national level on some of our problems. Invitations were sent to management throughout the country inviting them to a meeting in St. Louis. From this meeting grew the National Council which now represents all the regional associations. We in New York take great pride in having been the pioneers in this national movement. The National Council has an official professional relationship at the central office level.

The National Council meets annually in October or November, at which time each association can be represented by four delegates. Each delegate has an equal vote and elect the officers who will serve on the Council for the coming year. One delegate from each region along with the offices meet quarterly to discuss business of national concern. They usually meet in central office, e.g., the Commissioner, Deputy commissioners, and Associate Commissioners.

The National Council does not govern regional associations, they are entirely independent. It does, however, act as the voice of the associations at the highest levels of the Administration.

The National Council has several committees, which meet during the year on an as needed basis. Often, members of the regional associations, not only Council members, work on these committees.

The Social Security Administration funds the council at its formal executive committee meetings. All other funds needed for the council are from dues paid on a per capita basis by the member associations.

WHAT DO YOU GAIN FROM MEMBERSHIP?

As a member of the New York Management Society you have an opportunity to express your views on items which you are concerned about. You will receive copies of minutes of the Society’s Executive Meetings and meetings with the Regional Office. You will also receive copies of the minutes of the National Council publishes a newspaper, "MASS MEDIA" that reports on the activities of all the regions as well as various happenings of the National Council. This is distributed to all our members.

We have an excellent professional relationship with the regional office. They are responsive to our thoughts and suggestions. (If they are unable to change things, they will advise us as to why.) They regularly solicit our comments on issues of regional and national interest including our views on drafts of transmittals on policy and operating changes. Our comments and our position papers as well as regional office replies are shared with each individual member.

HOW DO I JOIN THE SOCIETY?

Membership in the Management Society is open to all district branch office and teleservice center employees designated as supervisors or management personnel in the New York Region. Dues are $5.50 a pay period, payable by payroll deductions. To join, simply complete a membership application. You will immediately be added to our mailing list and will receive a copy of the Regional and National Constitution and By-Laws.
